I think we should use the RJI Collaboratory incubator to develop:

Building blocks for geographic- or topic-based local Web news sites, Business assessment tools for local Web news sites, "How-To" handbook, Backgrounder on web advertising, Systems to match ads to relevant news content, News apps and widgets, Twitter as tool for news sites to channel local business
